63% say Romney's background in business would cause him to make good decisions in dealing with the nation's economic problems.
29% say it would cause him to make bad decisions
The only thing showing a 2-1 margin in here is comparing Romney (good decisions) to Romney (bad decisions). Even there it does not ask if they believe Romney would actually make good decisions. It appears instead to be asking how his business experience would affect that decisions making ability. I am sure many people answered "good" while believing he would make bad decisions, but do so in despite of his work experience.
And buried at the end of the story : "the race stands at 46% Obama, 45% Romney."

Just yesterday I saw the exact reverse of this in another poll. So far I can't refind it.
