Feds (including myself until this year) had 3 years WITHOUT any increase due to the Great Recession... and a couple more years of measly increases (generally 1% + fractions of a % for locality pay) after that. The Pay Comparability Act keeps getting shoved aside as fake "economic emergencies" get touted as the reason.

Because of Harvey, the federal civil servants will be working for years to deal with this catastrophe across many agencies not being mentioned in the news and he just told them fuck you.
