mixing them with alcohol and other drugs if they had access to legitimate pain meds and some education. cops have been breathlessly announcing "record seizures" of every drug under the sun for 50 years, and it hasn't done a single iota of good. throw in the billions of dollars that have been literally flushed down the toilet, all the lives that have been ruined or lost, and i think it's safe to say that the war on drugs had been a colossal failure. and yet there are people right here on DU who'd like to see this war expanded even more, and carried on for at least another 50 years.
