1. What did the driver do that was illegal for ICE to pull him over?

If they are within 100 miles of a border that can be asked for ID but only if they did something illegal...or so I thought those we're the rules. Another DUer gave me this link but I don't see how this is legit. Did ICE run their license plates because they had nothing better to do?

Border Patrol, nevertheless, cannot pull anyone over without "reasonable suspicion" of an immigration violation or crime (reasonable suspicion is more than just a "hunch&quot . Similarly, Border Patrol cannot search vehicles in the 100-mile zone without a warrant or "probable cause" (a reasonable belief, based on the circumstances, that an immigration violation or crime has likely occurred).
The Border Patrol often ignores this regulation and, aside from limiting interior checkpoint locations to within the 100-mile zone, rejects any geographic limitation on agents' authority. At least two federal circuit courts condone Border Patrol operations outside the 100-mile zone, federal regulations and Supreme Court precedent notwithstanding.
