There have only been two impeachments of US Presidents in US history and I'm pretty sure that there weren't any campaign finance laws in force when Andrew Johnson was President (not to mention that he became President as a result of Lincoln's assassination and did not run the election campaign).

That no President has been impeached on campaign finance violations is beside the point.
