I think that is either a mistranslation or the Iran Republic Broadcasting Agency is a CIA backed Christian Dominionist organization trying to discredit and embarrass President Ahmadinejad.

What he really said is, "We respectfully request the proud and noble State Of Israel to retreat from areas outside of the original 1948 borders set by the United Nations' Palestinian Mandate. This will allow us to have a much more friendly and prosperous relationship with our Jewish friends."

(I'm not even going to bother with the dripping sarcasm thingie)
