Even perfect little Canada up here as late as March was saying the risk was low. We are barely even testing up here in BC.

How did so many governments mess up so badly and not shut down the travel? How did they not gather tests and resources?
That said, I dont think gross numbers means much unless you look at them per 1 million population.
