The more deaths, the more people who know someone who is impacted personally. In a consumer driven economy, people feel less likely to go out to bars and restaurants and shops in such an environment. So even if everything is open, plenty of people will choose to stay home to avoid getting infection.
My area is likely to open up gradually over the next few weeks, but I don't plan on going out unless I have to.
