5. Non-Matching Signature Should Not Cause

A ballot to be rejected. It should trigger it to become a provisional ballot where the voter is notified and has "X" amount of time to come into the election office and correct the ballot which would then be counted. Other technical errors should be handled in a like manner. Obviously, a ballot arriving after the deadline cannot be counted and with provisional ballots not corrected in time. Sounds like a training issue to me, perhaps deliberate.
