With South Dakota, it is due to the extremist views of its Governor who has aggressively pushed tourism in the midst of the pandemic, including Sturgis. Now, its positivity rate is close to 20 percent.

With Wisconsin, you have a State Supreme Court that has struck down state and local attempts to control the pandemic. Thus, its positivity rate is also closing in on 20 percent.
