MacArthur was behind a lot of that, and he was an incredibly arrogant and soulless administrator of Japan after the war. He was the guy who led the troops against the Bonus Soldiers iin 1932, and saw nothing wrong with that, either. If Eisenhower ran the Pacific war, perhaps things would have been different.
