What we have been finding here and I have been hearing from general reporting in Jersey, they are lucky if they can get 60 - 65% of the people contacted to even pick up the phone and engage with them and the rest either don't respond or refuse to cooperate. So you're only getting to about 3/5ths (that's a nefarious number) of the possible people who might have been exposed.
