Trump supporters took that decision as Bolton’s belief that Trump had done nothing wrong. Had Bolton testified, others might have as well, perhaps even forcing the Senate to hold something other than a sham trial. Bribing a foreign power is impeachable. Bolton had the opportunity to verify that crime and refused to do so. He needs to shut up and go away. No one listens to him now.
