4. No need to run ads

The numbers will continue to improve as the various vaccines roll out. There won't be enough doses to go around for months, so there's little need to push for more adoption unless/until there are more doses available than there are people to take them.

If someone who qualifies for the early doses doesn't want one... it will just roll to the next person (who otherwise would have been forced to wait).
