The story says they entered the house (when he and his mother and/or stepfather hadn't shown up for work and no one was answering the phone), and he shot them. Then he shot at first responders (including a firefighter) who tried to rescue them. So it was he who did all the escalating and shooting, and a heavily-armored response after that seems entirely appropriate.
