6. Use some of the recovery plan money for more air marshals

They should be highly trained in martial arts/hand-to-hand combat, as guns and other "less lethal" options are terrible aboard a plane in the air. I just can't bring myself to cry that it means the surlies will get quite manhandled, plus face tens of thousands of dollars in fines, and then charges of felonious assault on a law enforcement agent, to boot. I'm not encouraging law enforcement officers to beat people up (that's way too Trumpy for me) but rather recognizing that these are people who are already evidencing disrespect of authority going into a confrontation with law enforcement, which lends highly to the probability of a physical altercation, since these idiots need to be restrained for the safety of everyone aboard.
