if she did such a thing: "point out where one thinks the waste or overspending is and to calculate an acceptable amount (and then justify why that is the acceptable amount)."
If she has done the work, she needs to communicate that she's done the evaluation by being specific. She doesn't have to spell it out orally in a press conference, but she needs to announce her broad points and then have the specific points laid out on paper which should be distributed at the press conference.
She wrote an op-ed that is indicative of her reasoning powers awhile back--it's hardly convincing that she is sharp enough to evaluate this sort of thing.
