10. Make the area one big no parking zone

Tow violators one at a time. Have at least two cops with each tow truck, with video running. Arrest those interfering if possible. If not possible, at least their interference is then documented, and they can hopefully be arrested later. Those who can be identified, anyways.

I'm looking forward to seeing the first no-wheel truck dragged onto a flat-bed, hubs screeching.
