6. You do realize that planes need pilots who take time to learn to fly and that even existing pilots

need training to fly a new type of jet as they all handle somewhat differently.
Mind you I am not saying no to your proposal just pointing out the problems it's going to suffer from that will hinder it in being fully effective.
Now what is more likely to help is even tougher sanctions and travel bans to and from Russia including but not limited to sanctioning airlines including any parent companies that try to help Russia evade sanctions.
That and make it clear that the sanctions will not be eased even a little until Russia withdraws from all territory that was internationally recognized as Ukrainian territory which includes the Crimean.
Furthermore if Russia wants sanctions to be fully dropped all officers and soldiers accused of war crimes need to be arrested and put on trial before international courts not to mention Putin and some in his cabinet and ministries.
