1. Merrick Garland is more fixated on not appearing partisan over doing what is right

That's the only reason why Trump hasn't been charged. Trump is always going to call whatever you charge him with a partisan political witch hunt regardless of how much evidence the justice department has against him or how long they take to investigate. Choosing to delay or to not pursue justice when there is so much evidence against him is absurd and a complete failure of the DOJ as it shows that you won't be held accountable as long as you're wealthy and hold political power.
