(128,979 posts)that when you have bills like this that have overwhelmingly passed the House and come over to the Senate and are known to be highly popular and would probably pass by a large margin in the Senate, then the Majority Leader will usually bring those types up at the end of a session before adjourning for the day, and will "ask for unanimous consent" to automatically pass "such-and-such" bill(s), and the assigned Senate Pro-temp will usually respond "without objection", UNLESS some idiot like the SPAWN OF RON PAUL "objects".
And then at that point, there is a process where said SPAWN may demand "more information" and "responses to questions" that he has and whatnot to slow it all down. Eventually when he gets his info he "releases" his hold, they will do some rudimentary debate, and will often go through the formal vote (usually a roll call when you have asses doing it to slow stuff down).
Carnival Cruz has done his share of these "holds" as well.
