3. Why was he allowed in the country?

He only has a business Visa, what business is he doing here?

People don't ask the right questions. It is obvious that his coming to Florida was planned by someone.

I know when I worked out of the country on business I was usually questioned about why locals couldn't do the work? I once worked in Moncton, NB and my work Visa ran out, I had to drive to Maine to the border where my company sent a new Visa.

laws only apply to the unwashed.
