All your ventilation 'solutions' fail when you often only run them when you're cooking. Natural gas has other stuff mixed in it isn't just methane. I grew up with an old school GE electric stove and oven and it worked fine. The only real trick is when you turn down the heat it is best to lift the pan briefly to get the burner to cool slightly. This new rule won't ban them just prohibit new connections for them in new construction and eventually disallow replacement and eventually after that at some point forbid repair.
