On a realistic basis it would be irresponsible to locate an important Federal facility in a state that has demonstrated an open willingness and support for having their elected representatives engage in hostage taking regarding personnel aspects that directly impact on that facility.
The media as usual plays favorites with how they characterize certain people who routinely come up for coverage. For this guy it is always about him being a former football coach and they leave it at that. They do not report on his history of being involved in scam investments or his "charitable foundation" for veterans which in most years appears to have spent very little on vets compared to what they brought in and is now "being reworked" after various financial filings didn't come close to matching what was reported to the IRS. So we only see "football coach" attached to him rather than "involved in shady financial dealings". Remember how they always characterize Bob Menendez from New Jersey? That's just the quickest example that comes to mind.
