What seemed to change the ballgame for someone to START to "do something" was a Presidential election, an "affair" with a lady having a stage name of "Stormy Daniels", and a notorious celebrity tabloid. 
Once 45 got into office and all hell broke loose, something had to happen.
The payments to Cohen were business fraud extraordinaire - and even potential election fraud based on how the expenses were reported (outside of being a "retainer" ).
Bragg had a trial against the org for criminal tax fraud a year ago where Weisselberg partially cooperated (but was still sentenced to prison for 5 months), so info from that was available.
