the RAMS left town suddenly w/ literally no warning (the owner wanted to go to LA). The city sued him for broken promises, got $700 million in damages (again, I'm guessing).

There are other things that they could do w/ the money too, so I hope that all of this isn't spent on this one thing. Don't get me wrong, previous studies of those receiving cash payments (when they are below certain levels of income) have done good.

We'll see...
