New York is cutting services in order to cover migrant costs, and mayors of cities like NY, Chicago, Denver, etc. are, in fact, looking to the federal government for assistance. The argument of the governors sending migrants to these cities is that the federal government is not doing enough to formulate and execute a policy.
Ultimately, saying "money for Ukraine when we are having library hours cut" is, as you suggest, a bit simplistic, but it's not entirely "stupid." Guns or butter was a traditional left anti-war slogan. The complexity of the in-between steps was always assumed. I don't think she's entirely wrong to say "Wait a second, why is my own community under-funded when we have billions for these faraway wars?" That was always a traditional left argument. We do poorly to let right wing populists hijack it.
