Even though this has been going on since at least the Civil War, I was there for one of the first attempts of the modern era. Shepherded by Gingrich.
What thwarted it that time was in order to reclassify a position, it had to be re-advertised for at least 60 days. Meaning that anyone on the street who met the qualifications (or not) could apply. This was true of all of the positions that they were attempting to purge including those of their cronies, who were part of the scheme. As they were generally the would be supervisors of these reclassified departments and directorates.
That attempt did eliminate over 90% of the WG (blue collar type slots) Where I was they went from over a hundred down to one. Who was soon gone.
Over the years, this horseshit has cost the taxpayers billions of dollars in needless churning and lost productivity. Simply because someone is a bigot and cant stand the thought of working with or under a female or other minority.
