I spoke on the Senate floor in support of a War Powers Resolution to end unauthorized U.S. military hostilities in Venezuela. The Constitution—not the President—decides when America goes to war. For decades, presidents from both parties have ignored this fundamental principle, dragging us into conflicts without a public debate or a vote.
If this administration wants to use military power, it must seek authorization from Congress. This vote is about restoring the separation of powers and making sure the American people have a voice before we enter another foreign war.
