They have been striking deep inside Russia, but with drones and missiles, and going after economic targets. It doesn't seem very likely they would have done an operation like this unless they thought it had a chance of killing Putin. I doubt Putin would ride in any car that had not been under very tight control of his protection force.

There is a lot of suffering in Russia now and a lot of unrest. There could be plenty of people wanting to hit Putin's inner circle hard. Or Putin could have a reason for killing the guy. Either way, Putin is in big trouble.
