He'll keep talking about it and pushing the date back, but it won't happen.

Even if he finds enough private donors (unlikely), the Congress will have to grant him the land to build it on. Even the right side of the aisle will sour on spending a dime on his monument to himself. He might win a little support from those who are facing a tough re-election, but the majority isn't going to let it happen.
