They need to be currently gainfully employed and they may or may not have to pay a fine but if so it should be a % of if their income rather than a flat rate and people can still be deported if need be, meanwhile they will be chipping in to pay for part of the infrastructure they are using while they are here. Also it's not full citizenship as they can't vote in elections as that's reserved for those with full citizenship.
