He was 3 years old when that treaty was signed and ratified. His collegiate education (if you can call it that) was basically "business". So he had little applicable "book learning" on history and instead "learned" (if you can call it that) by "on the job" real estate ventures (and misadventures) with his father. He eventually "went global", wheeling and dealing in other countries, both before and after the breakup of the Soviet Union.
