I bet they could rent out those sheds for $2k/month.
What's unforgivable is that extremely valuable property was donated in 1888 to house homeless vets, and despite that legally binding condition on the conveyance of the property to the government, for about the last 100 years it's been used for everything but that, thanks to the rich NIMBY's in the surrounding neighborhoods, and the VA's neglect of veterans.
There should be decent furnished high-rise apartments built for vets on that property that allow them to live like regular human beings, not shed dwellers.
