15. Their problem is that they already declared that crass, partisan, naked gerrymandering was just fine.

I guess they couldn't think of a way to slice it any finer.

And the big picture is that the red states are already near max gerrymander. If they go any farther, they stand to lose "safe" seats. But places like California, Maryland, and Virginia have good room to gerrymander at much lower risk.
