15. Requiring states to submit lists of mail-in voters is not part of the mission of the USPS.

The Postal Service’s mission is to provide the nation with reliable, affordable, universal mail service. The basic functions of the Postal Service were established in 39 U.S.C. § 101(a): “The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities.”


The only thing I can find that might be twisted to make the argument that states must submit lists of mail-in voters to the USPS is this analysis:

The postal powers of Congress embrace all measures necessary to insure the safe and speedy transit and prompt delivery of the mails.4 And not only are the mails under the protection of the National Government, they are in contemplation of law its property.
