To disarm the criminals we'll need to greatly reduce the number of weapons in general circulation. Universal background checks (and keeping that info on file), national registration, national licensing, federal felony status & heavy fines for misplacing, mishandling or allowing minors or other non-licensed people access to your weapons.

In short, force "responsible gun owners" to be the responsible gun owners that they aren't now.
