Make the penalty for breaking the rules Substantial.

First Illegal Gun Sale: Five Years in Prison

Second Illegal Gun Sale: Twenty-Five Years in Prison

Third Illegal Gun Sale: Ninety-Nine Years in Prison

Edited to change the penalties.
