It does not matter of all the oil from Alaska is exported to Japan and China.
What matters is global supple versus global demand.

If it is cheaper to import Mexican oil to south-east USA versus using Alaska oil, then it is better for cheaper gasoline prices to do just that. If there is too much oil in any one of the major oil producing countries, it has the effect of depressing prices worldwide.

That is true of other commdities as well. Supply and demand world wide is what matters.
The commerce today is truly global.
