Clinton and Obama have both made efforts to join the ICC. Bush, however, set the US back 8 years on those efforts. Obama has been on record in favor of ratifying the Rome Statute, though it is unlikely to pass under the current Senate which is probably why it has not been tried.

But yes, you're technically correct.
