(14,308 posts)46. First I ever heard of it was an attempt to separate
statutory rape from "legitimate rape."
It was a backlash against 17 year olds getting labeled sex offenders for life for having sex with their 15 year old girlfriends. Since Todd Akin, it's now considered ridiculous, so it doesn't matter what the original thinking behind it was.
