At the very beginning. Think, "Be Putin." At the first sign of resistance, crush the opposition before it can built capacity and hold territory to defend.

But the "fascists" that weren't really fascists were too busy being non-fascists and non-violent to win the PR/political war and garner western support to be that decisive. It didn't work: The West is a piss-poor ally and speaks great words about rights and such but really only cares enough to get votes. When it comes to backing up their words, they're afraid that their fingernails might get chipped. It's only really willing to intervene when it's pretty much no risk. Even against IS, where it *was* at risk, the attitude is that "We should be able to kill you, but how dare you lift a finger against us?"

All ideas of cultural sensitivity vanish in the harsh glare of cultural supremacy: Our culture is the only reasonable one, so 'all should be outraged at how *we've* been treated. It plays well in Peoria and in Dover, which is what really matters.

Don't stand up to bullies, you get run over by them. Don't stand up to dates who are all hands, you really have to rely on emergency contraception. In this case, we like blaming the victim because, well, we counseled being nice to the bully and going on the date with the rapist. To the point of saying, "We'll be honest right up front--he forces himself on you on our sofa, we're not going to do squat about it but maybe whip out our phones and video it."
