27. The word "rally" gives

......them all cover. A rally is not an insurrection. You're allowed to have demonstrations and rallies. Of course you need police permission, I assume.
But doing it anyway is still not an insurrection.

So, when it became clearly a treasonous insurrection, these two and the Congress Pugs will say "we were as surprized as anyone when it turned violent.

Proving intent can be difficult.

This is not a slam dunk yet.
