that he is justified in using his taser twice because his orders weren't followed immediately?

Personally, I think the cop was showing off for the audience he drew, giving them an example of just how tough he feels he is and they'd better watch out. Zapping someone with a taser while they're on the ground, handcuffed and not threatening anyone looks like a power trip to me.
