The Penny Arcade used to or still does have a shock machine that you try and hang onto as the tingling gets more and more. It's not going to kill you to touch it, or hold it. If police had something like that in a baton and used on legs, or arms it wouldn't pose as much of a risk as tasering. It would probably make your leg collapse without harming your heart rhythm. But this man didn't deserve to be abused. What can a man of 70 do to 2 men in their 30's, and armed.
