Actually, it's worse the way Mittens said it.

You wrote - "Any President (could have taken out bin Laden)..."

Mittens said "any president would have done that."

I'm sure Bush "could" have taken out bin Laden, if he wanted to, but he didn't want to.
So he didn't.
