I have worked with programmers for the past 25 years, in the government field. These guys could put code anywhere in the program to flip votes in their freakin' sleep. And as you say, it is easy to camouflage this code, by doing what malware and virus writers have been doing for many years. We have a few bright script kiddies who can do it as well. Even some of the old COBOL programmers know how it can be done.
But people don't want to hear the truth, I guess.
