I see what you mean. We used to have a similar system called "vote sensitaire" in the old days. Not exactly the same but sort of.
It was in the 19th century. Those days where not everyone could read and where lot of people where uneducated. It is what led some people had a vote that worth much assuming that they were knowing what they were doing.

These systems were abolished very early (last of the 19th or early years in 20th) in many countries in Europe.

In my opinion, popular vote is was reflect best who people want to elect. With non offense to anyone, maybe it is time to get rid of the Electoral College?
