Everyone other agency/corp/individual tries to improve speed and efficiency.

He's slowing things down. I think he'll be out once Joe Biden can focus on it and gets control of the Post Office's board of governors.

There's no reason to slow down the mail, except for republicans who know vote-by-mail is more and more prevalent around the country.
