How many positions were filled by "acting" appointments - since they were obviously too unqualified to be approved by the Senate. And he filled his administration with cronies (Mike Pompeo, Jeff Sessions, Rick Perry and Betsy DeVos come to mind) rather than the most qualified for the job.
